no you can go to the office in mussafah closer to dubai than muroor.

once you go into the fine details there is a little icon that you can click on to look at the picture. log onto the abu dhabi police website with your tc number and it will bring up all your fines, salik, speeding, parking etc etc. the problem is you can only contest it if you are in the same emirate, ie you couldnt contest a fine from dubai in abu dhabi, you will need to go to the emirate thats issued it, and sometimes its not worth it. but you should every time check the photo evidence before paying, when you register you should be able to see it there and then. they always get them wrong, same plate number but wrong colour especially for abu dhabi where there are many colours.

If your registered online with RTA you can see the pics if you click on your fine. The dates do not matter as they arent always entered correctly by the staff but the pic is the proof.
