I think the dry night is the night before eid, not the start of Ramadan.

If the bar is open (as some shut for Ramadan) they are stating that they are serving alcohol from 8.00 p.m. Timeout Dubai has a list of bars stating wether they are open or not.

I think the answer depends on where you live. My experience is that Dubai serves beverages openly after iftar. In Abu Dhabi they do but hidden away - bars are usually shut and in other emirates it is not avilable at all. But having said that things change every year. Try ringing one of the major hotels and ask them - they should know what their plans are for this year.
