Ofsted (English regulatory body for schools) says
Under 2's 1 adult to three children,
2-3 1 to 4
Over 3 1 to 7, this can be 1 to 13 if the lead person has a BA in education.

You can kind of use this as a guide to how many there should be...

Can't help you on Cocoon and Children Oasis, but in FS in British Orchard it was about 15 children for 1 teacher and 1 TA. That's about right for the FS. As for nursery (2-3 y.o), in EBN, it was 15-20 kids and 1 teacher, 1 TA & 1 nanny. In nursery stage, lots of kids don't attend all 5 days, so on daily basis I can say that it's about 10 kids for same number of teachers & TAs.
