I find moringa, also called drumstick tree, and castor oil tree (start this from seed) to grow very fast. If you want drumstick to grow bushy you must prune often. I just started a blog about gardening in Dubai because other blogs are inactive. mylittlegardenindubai.blogger.com

Bougainvillea is great. I wouldn't plant oleander as it is so poisonous.

I would say Bougainvillea and Oleander. beautiful colors and you can shape them as you want. nor high maintenance either!

If you are looking for fast growing, which needs minimum watering and gives good fast coverage, bamboo is brilliant. It grows so fast and high. (However a poster previously said on EW that it is very difficult to get rid of so you may want to investigate that!).
