UK iPhone with Facetime - will it work in Dubai?

Hi, my sister is moving here from the UK and she has an iPhone. She's read that Facetime does not work on UAE-purchased iPhones because it is disabled. But since hers was bought in the UK, will she still be able to use Facetime to keep in touch with family/friends if she's using a UAE pre-paid sim card?
Does anyone here have an iPhone they've bought from abroad which they use with a UAE sim card where Facetime works?
