School Fees and Development Levy

Hi, I am hoping someone can help me. My two kids have just started at Compass International School here in Doha and of course we have paid all the school fees including the Development Levy. Can anyone tell me what the Development levy is for? Someone has told me that the school does not have permission to charge this, is this right? Because my husband's employer does not pay all the school fees, the 15,000 would be handy to have for Christmas. Any suggestions of how to get it back?

No idea whether they have permission to charge it but it's a fairly common fee charged across schools in Qatar (and in fact international schools across the world). In theory it's a charge for investment in the school property etc. It's a pipe dream to think they'll give it back to you if you argue it's not official.
