These sections where it looks like you can park, are not actual parking bays and is just for purpose of drop off only. e.g outside Café O, El Chico etc...
There is a teeny sign that says no parking but you could only notice it if you park right beside the post.
The cops will not slip a note on your dashboard and will simply just take your vehicle plate number to fine you :( - EVEN if you have an RTA parking card, you're still not exempt :(
You will see many cars left parked there, but be warned they will have got fined too. No slip necessary.
