Certainly not new in most parts of the world - for many years. However in England ( but I understand not in Scotland) with recent £ 9,000 p.a. university tuition fees, fewer people there are willing to take on the debt this entails - but don't know what numbers are involved. .Also there are so many more degrees offered in "newish" subjects than ever before.so presumably employers ask for these qualifications in the relevant fields.
It has always been a preference, especially if a company wishes to grant you any form of signing power etc.
Also if they need you to have "manager" on your visa you have to have a uni degree.
Have noticed that recently and wonder if somebody knows why. 1-2 years ago it was enough to have enough working experience. It seems a degree is necessary for government & private jobs. Thanks for your replies!
