You can get a document attested at the Dubai Courts Notary Dept, thats in Barsha inside the Police Building, you then need to go to the Ministry of Justice and MOFA as well to get it stamped.
Alternatively you can use a company that process the whole thing for you. I have used PanGulf many times and found them relatively cost effective although I did need to chase them a bit the last time.
