Have you tried the shops at the old souk (now World Trade Centre)? Also, I've heard the shops behind El Dorado cinemas have small shops that sell kaftans, sarees, etc. Not sure if my memory serves me correct, though. Moved to Dubai from Abu Dhabi a year ago.
