Assuming it is a minor, your parents should also bring a document, statement from parents or foster organisation, which proves that they are allowed to travel with the child. They may not be asked, but better bring it with them.

I wonder if anyone could advise. My parents are coming to visit in November.They will get a visit visa on arrival. They currently foster a child and before we book flights we want to ensure they won't encounter any difficulties at immigration. Will they be able to get a visit visa for this child on arrival also?(given they are unrelated) Or is there anything we should do in advance.
