Do any of you ladies know of any banks here that are able to open a basic account without an emirates Id card? Not looking for credit card or checking, just basic local bill paying ability online/deposit/withdrawals, and maybe a debit card. Any hope at all?

Hi, as of my knowledge, banks are not allowed to provide a current account to "visitors", but only residents. OPTION 1: Savings Account - this they can do officially. They wont give chq book on it. ATM card and online banking may be provided OPTION 2: Talk, talk, talk ... make up a story ... visa under progress, etc... may work. But sooner or later the bank will start requesting visa page. Means: suitable only, if you will get sooner or later residence visa (and E-ID)

FairyDust replied... Many banks offer savings accounts for non-residents, but they usually require a certain minimum balance to be kept. May sound like a funny question, but do savings accounts offer the ability to pay local bills online like DEWA, phones, Salik, etc. If it does, this would work.

I stopped by DIB the other day and it was a "no go" according to gal I talked to. Curious as to how foreign investors handle their properties here.

You might be able to open a non-salary savings account at dubai Islamic bank with your passport if your emirates ID is in process. But you will need to update your emirates ID details soon to keep on using it. Call them up to confirm before making a trip.
