Welcome to Dubai! You might think about doing art classes at one of the centres offering classes. You will do something creative and you don't have to be an artist. There are lots of women that you may make friends with and have the opportunity to chat. Dubai International Art Centre has been running in Jumeirah since 1976 their number is 04 3444398, there is also an art centre in Mall of the Emirates but I don't know their number and I have heard of a new place called Soul in downtown which just opened this week. You could google any of them to get more information.
