If it's just for a costume/fancy dress ... there are ideas online so you can make one yourself out of paper ... but if you want a real chef's hat/cloche then Al Difaya Catering Supplies in Al Quoz will sort you out. It's in The Courtyard, next door to the Lime Tree Cafe. Prices are pretty good there because they sell to 'the trade'.
