Residency and Work permits - asking for scans of my parents' passports

I'm an American adult who will be moving to Dubai very soon for a new job in legal services and my employer is in the process of applying for my residency and work permits. They're asking me to send color scans of my parents' passports and my birth certificate. I was wondering if this is a common request as I haven't seen it listed on the application requirements?
