Calling all villa tenants in Dubai, please tell me what your addendum states about maintenace.

I am about to lease a villa, I am not new to this at all. I have witnessed hundreds of tenancy contracts and have lived in many places while living in Dubai.
The real estate agent is saying that there is a Standard on addendum's NOW that states:
Maintenance repair works below AED1000 are tenants responsibility. But a few days earlier it was below AED500. He/real estate or the landlord has upped it and expect me to go along with this, when i already agreed on the AED500.
what would you say? do all of your tenancy contracts have this clause? who made it up?
It is not a RERA rule.
