While we were in Dubai we rented out our house in Surrey, and we were very happy to rent to people with animals, as we are animal lovers ourselves. As bingo12 has said, it is possible. However, you may have to look at renting a house rather than a flat, as quite often the service agreements you have to sign up to when you buy a flat don't allow pets. Therefore this is not something that the person renting out their flat will be able to change as s/he will have to abide by that rule too even if she lets his/her property to you.
Once you have located your exact area - start contacting rental estate agents there with your criteria. They will have a list of landlords willing to accept "well behaved" pets etc. Most landlord will accept small well behaved pets in their houses and even flats. It may put up your deposit though..
