Tough Times for School Arabic for newcomers?

Hi,
we are new here and my son in Grade 2 is having a very hard time in Arabic. I spoke to the school initially and they offered makeup classes twice a week after school and he has learnt the Arabic Alphabets till now in those classes.
The problem is he is being tested at the level of other grade 2 children. Needless to say they are at a much higher level and he gets a zero every weekly test and term exam. This is very frustrating for him, even though I keep reminding him that its ok because we are new and it will get better.
I need to know is this the standard practice for all schools or should I be talking to the school again.
All inputs appreciated. Tyvm.
