I checked many places and offers on cobone and such websites but worried the saloons or spas featured are not clean...

The best Turkish hamam is at the Zaabeel Saray, but that's overpriced. I personally go for a Moroccan hamam at the Dubai Ladies' Club. The place is very clean and their ladies are Moroccan, too. They charge you initially for a new loofah, which you get to keep, and then you can bring it back when return for another hamam.
