Someone at Immigration told us the 2k is not refunded as it's used to pay for her ticket home once they do find her.
Not that surprising that you get different answers depending on who you talk to.

Since you were her last sponsor, then she is still your responsibility until she either has a new visa, or has left the country.

We are cancelling our maids VISA this week and she will then move in with a new family. I know they will not give her a VISA until Sept as she is only working for them for 3 weeks and then going on vacation. I have told her she is not supposed to work without a VISA but I know that is her plan. I am withholding the final payment until the day she leaves. We will meet her at the airport to be sure that she is going. But are we in any way responsible if she gets caught working before she leaves?
