Kitchen Horror: Ghost/ Sugar Ants indoor

Hey everyone,

I moved into a new apartment last month and after one day of moving in, I started to see tiny yellowish ants crawling over my kitchen counters. Now I live in a highrise, so I'm very confused as to where these little rascals come from. Apparently, the previous tenant was "antagonized" as I could see many attempts made to fill cabinets gaps and gel applied in all cabinet corners. This has been a nightmare so far. I haven't used my kitchen since I moved in and all of my kitchen stuff is scattered around in the dining area.

Here is a brief of how I approached the situation so far:
1. cleaned with vinegar (failed: they didn't even bother)
2. Bought Ant Killer Terro from amazon and applied it (partially failed: they gathered around it and drank a lot, numbers decreased but they still showed up in the following days)
3. Pest-control guy scattered powder all over the floor and inside cabinets + waiting for 3 weeks (failed: after I cleaned the powder after 3 weeks of applying, they showed up again from behind the cabinets).
4. High-pressure steam (failed: managed to kill some of them but they showed up in great numbers next day).

So now I'm starting to give up. I was hoping to get some advice from anyone who dealt with a similar problem or knows about controlling ants?

Pepper grounds drive them off, try to find their entry point and put pepper there. I also had some success with vinegar. Wipe around the edges of counters.
