You can issue an emergency passport to fly to the UK, and apply for a passport there.
I got the emergency one the afternoon I applied for it, arrived in the UK the next day, and got my LOs passport in 48hrs. (note that you and up paying for the passport twice this way as the emergency one is only valid for one flight and costs about the same as the proper one). I would say you need to travel due to an illness in the family though, not a family wedding.
You can arrive back on a visit visa and then do the residence visa within 30 days, but you'll have to leave the country to change it, or you could drive to Oman like we did and finish it all in an afternoon.

How do you get the tenancy contract attested? Where?
You should have that already if you renewed the tenancy agreement in the past 12 months. The attestation is simply that registration of the contract with Ejari that costs 160 AED.
I just renewed my visa (actually is in process as we speak) and I thought I needed to do this attestation but then saw the Ejari form was already attached to my rental agreement so I was good to go, check yours too if you moved home in the past 12 months you probably have it already.
If you haven't got it you can do it through an authorized typing office. Not sure where you live but the typing offices at the main immigration office by Trade Centre can do it also I used the typing centre in the Tower next to the Crown Plaza Hotel.
I usually go to that typing centre, because the employees are nice and there's never a queue.

Thats a long time! My friend recently used Medi express for the BC which she got in 48 hours and sent passport form very same day and had that back within 4 weeks and visa was sorted within the following week.
Good luck! I gave birth in May and passport has taken 8/9 weeks to get back. Only just doing visa now and you may want to check you have everything for that as we didnt know that we had to get our tenancy contract attested and that took an extra few days to get the paperwork in order.
