you will have to inquire at the Dubai Immigration because as per their policy you can only apply for maid visa for specific nationalities (and I definitely don't remember seeing Russian on that list)... what some people do if they have their own company/business if bring this said person on the company visa although technically they will be working as a maid... be warned though that this is not legal (though many people have been successfully doing it for years)...
