I don't know about in Qatar but I arrived in Abu Dhabi 2 weeks ago and brought with me a printed copy sent via email by my company. At customs I was sent to a desk to pick up yet another copy, which they stamped. The next day I was taken through some crazy stuff, (blood test, chest x-ray, finger printing and to an office where they put the visa into your passport) - I received it after about 1 week. Maybe you will get yours when you arrive in the country? It would probably be a good idea for your husband to chase it - things take a long time to happen over here in the UAE.
