No he does not to have to prove it is sold before you evict! Your day of eviction will be 12 months from the date of the receipt of the eviction notice. He may not have sold by then but is able to market it as " without a tenant" which is a bonus in many cases I imagine.
Now...as to whether he intends to try to relet then that would involve you keeping an eye out!
There's an obvious loophole in this: Every landlord can then send an eviction notice on the ground of selling, (putting up an add in XYZ paper with an outrageous price for evidence), evict the tenants and then re-let after a couple of months pretending they could not find a buyer... I doubt the rent committee would challenge this.
If the new rent is 20% higher than the previous one, then it more than covers the 2 months where the house is empty.
