I don't think jail time is the best solution. It may deter people but it will cost the system. The reckless driving in Dubai is unlike anything I have ever seen, including drivers in Rome! I think one solution would be to make the driver's test a more strict process. I also think the police should be much more vigilant of reckless drivers and revoke their driver's license for a day on the first offense, a month on the second and so on.
