No regulations that I know of, unfortunately. :( I believe nurseries as still closed. If possible, a live-in nanny or keeping the children with a family friend who is not working may be your best options if you don't want to leave them at home. That's a rough situation.

Jumeira College, JESS, and Dubai College all have really good reputations for UK Curriculum schools in the UAE. GEMS Wellington is also an Outstanding UK Curriculum school. I'm not sure about the entrance exam question as my own schooling has been in the American curriculum.
