You do not need car insurance as you are stopping at the border not crossing it. When you go to the office to get the visa you just say you are doing a visa run and going straight back to Dubai. So there is no need for them to ask you for insurance as they know you are turning round and going straight back.

Its on the corner of the road you take to go to the Lulu centre. It has small trees outside. I am sure you will find it.
