New Customs duty on used personal effects

I've just been informed by the relocation agent that with immediate effect, and on an ad hoc basis, customs in Qatar has implemented duty on used personal effects (HHG).

If the assessed value of goods is more than QAR3000 (USD824), the customs duty collected will be 5% of the assessed value. Clients may provide copies of invoices to customs, but the value determined by customs will be deemed final.

But wait there's more.......as usual. There are two totally different stories, this just in from GAC: 'As of today the custom duty is NOT applicable for ‘USED’ personal effects and house hold goods. Duty is payable only for any NEW furniture’s included in the shipment and USED Car / Bike & Trailers.'

convenient decision given the mass exodus from dxb apparently.... which moving company are you using CSM? please keep us update with any further info and experience with customs in Qatar. and thanks for sharing!
