Is video recording without consent in Qatar always illegal?

How about a person who is video recording another person who is sexually harassing her verbally? This is a true story and I want to ask the opinion and advise of anyone who knows the Qatar law about this.

Of course the harasser has no idea he is being video recorded.

The victim is in her 40's, an Asian, married & female while the harasser is an old Egyptian man aged around 58 yrs old.

The incident happened in the workplace of the harasser (a US university here in Qatar). The victim (who works in the neighboring US university too) visits the harasser once in a while because of work-related issues. There are instances in the past that the harasser sexually harass the victim by suddenly embracing and kissing the victim on the cheek. The harasser always justify his action as being friendly and just expressing his joy and happiness seeing the victim. The victim initially tried to tolerate it because she does not want any issue. But then, at some point the victim has stressed and voice out to the harasser that she does not want what he is doing and she wants it to stop. The harasser argued. At one incident, the victim got the chance to take a video of her harasser while the harasser kept on talking and justifying his action. The victim used the video as evidence of sexual harassment and report it to her supervisor so that she could request not to go back to the harasser's place anymore. But then the supervisor saw how personal and sensitive the video is and asked the victim to report it to HR and now was reported to the legal management of the main US university. The incident is now recorded as a case against the other US university. During the investigation and interview of the harasser, the harasser advised that the video evidence was taken without his consent and he stressed that the video taken is considered illegal in Qatar. Thus, the harasser's legal counsel decided to remove the video taken as evidence.

The video taken was taken without consent because it is recoding an evidence of verbal sexual harassment. But for the experts on Qatar Law, is this kind of video really illegal and cannot be used as a form of evidence?
