The Rotana in the city has a great spa. If you want something less pricy, I regularly go to Ocean Beauty Salon - it is located next to the Dubai Islamic bank (in a villa) in Al Khabisi (opp the new big stadium). They are reasonably rpiced and do a good job. It is the opposite side of Al Ain to Hili, unfortunately.
