They are 2 different product types so not directly comparable.
iphone is a smartphone like BB and Android. It can do most anything an iPad can do but in a portable size device.
The iPad is really a new product line but is more like a portable computer (netbook) with limitations.
I have both and use both a lot - iPhone when out and iPad at home and sometimes in the office.
I'd wait on the iPad for now; v 2 is expected to be announced anytime so see what the specs are and decide if it's worth the wait.
If you get an iPad you also need a mobile phone. iphone can do both jobs but using a much smaller screen which would get tiring.

You also don't get Adobe flash on iPhone or iPad which is a real pain!!! And no USB ports either :(
I've just purchased an Ipad and love it :) my friend has an Iphone 4 and loves hers, now that I have an ipad I wouldn't have an iphone as I find the screen on the iphone for apps too small and annoying.....I'm not into gadgets for phones anyhow, prefer to keep it simple with answering/making a call, texting and setting the alarm only for my phone.
I guess it depends on your lifestyle - if you need apps to get you though the day.....or not.....
I believe the second generation ipad (with camera) is going to be released mid year.
