Not much of one, but the Japanese Red Cross is now set up to accept foreign donations. You can deposit directly into their account -- I think it's much easier to do it online the way Google set it up. Both options below.

Also, received this HELP JAPAN CONCERT April-2, Dubai: Date/Time: April 2nd, Saturday, 7:30pm~ Place: at Wellington International School, Princess Haya Bint Al Hussain Auditorium (on Shiekh Zayed Road opposite side of  MOE, take a slip road just after the Interchange 4 towards Abu Dhabi.)   Dubai hosts the 7th annual Emirates International Peace Music Festival from March-28 to Apr-3, featuring the Emirates Youth Symphony Orchestra (EYSO) with young Juilliard pre-collage stars; violinist Elli Choi, Cellist&Pianist Sarina Zhang and guest Youth Symphony Orchestra from Prague Premiere Music College. They are kindly reaching out to us to help Japanese Earthquake Tsunami victums by hosting a charity concert on Apr-2, 2011 on a mid-break-day during this scheduled festival.   We'd like to take this opportunity to help raise funds for the earthquake and tsunami relief. All proceeds and funds raised in this event will go through a proper channel to the designated on Japanese Consulate website; Red-cross and Earthquake Victum funds.   Charity Ticket: starting from 100 dhs per ticket. we accept kind donations along with the ticket sales as well.

i received a different info concerning a donation counter and account at japanese embassy in dubai: On 11 March 2011, Japan was hit by the ‘Tohoku District –off the Pacific Ocean Earthquake, the largest earthquake in recorded history of Japan. The earthquake and subsequent tsunamis and fires have caused enormous damage to a wide range of areas. To support those afflicted by the disaster, the Embassy of Japan in the United Arab Emirates now accepts donations in UAE dirham. Donations can be made in the following ways. Make donations at the Consular desk of the Embassy by either cash money or cheque (Sunday to Thursday, 8:30-13:00). In case of issuing cheque, addressee should be “Embassy of Japan (Donation)”. Make donations via direct deposit into the following bank account Bank: National Bank of Abu Dhabi (NBAD) Branch: Main Branch Account: 6202453666 Name: Embassy of Japan (Donation) All the donations collected will be sent to The Japanese Red Cross Society. (The remittance charge will be deducted from the donation.) mbassy may issue a letter of confirmation of your donation. In case donation is made via direct deposit to the said bank account, such letter of confirmation will not be issued due to the lack of identification of donor. Please be noted that we cannot accept donations in kind at this moment as it is difficult to deliver them to the afflicted areas. 大使館で義援金を受け付けることになりました。 受付方法は領事窓口への持ち込みと 専用に開設するNBAD(ナショナルバンク・オブ・アブダビ)口座への 直接振り込みの2種類を用意しています。 領収書は発行しませんが、受領証は発行する予定だそうです。 領事窓口の受付は領事窓口開放時間と同じ、 日~木の午前8時半~午後1時半までとなります。
