Guests did this with these people http://www.funsportdubai.com as they got a Cobone voucher for about 100 dhs each for 15 minutes. Habtoor Grand hotel also organises parasailing, and there is another company who has a sandwich board on the beach between Royal Meridien and Ritz Carlton so you could ask them.
