Speeding fines HELP!!

DH husband has been here 2 and a half years and had virtually no speeding fines, We sold our car and have had a hire car now for 3 months, this last month when we renewed dollar said he had 3600 dirhams worth of fines, We have asked for proof as the times don't tie in with his work, he works in Abu Dhabi and the fines are Dubai and are questionable to be his, I have asked dollar for photographic evidence to prove they are his but they said I have to go to the RTA to get it. Is this true? Has anyone else experienced this? We are happy to pay if they are proven to be ours but some of the times he just could not have been in Dubai.
