Depends on the cut of the jacket. I would say hip to an inch or two below but not post bottom. Choose a jacket that is well cut and flatters your individual figure. If you have large hips and big tum then it must go below not stop at the waist as this will accentuate the size of the hip. Spend on quality, a well cut suit can last years, Armani/Jaeger designer make some excellent suits. For a lower price take a look at M & S they do a good range in various styles. A cheap suit looks cheap.
