I've had this before and actually had 3 transactions 'appear' to go through from a merchant, BUT if there is only one signed or pinned receipt slip, then you'll only be charged once, when the paperwork fgoes to the bank and it'll be rectified on its own.
I am not sure about here but at home we did not send the signed receipts to the bank. The only time they were looked at after the sale was if there was a bank dispute.
Emirates NBD definately have a branch in Tecom as well as MOE.... they may have one in Ibn Batutta or Marina Mall, if you call their call centre they can advise....
I had this happen to me at Magrudy's Ibn Battuta, they charged me twice on my card for a sony reader, and I got the declined thing however I knew there was enough money, and when I checked it the money had been charged but it said declined... really weird, I had paid cash, and took the reciepts back to the shop and asked them to refund, however they said I had to deal with my bank... took evidence to my bank, and then it took 14 days to reverse the charges....

Good luck - the reason most likely why the Manager will not reserve the charges is that they are just poorly paid workers who, although have the title of a Manager, are not empowered & scared to make a decision like this. Just leave it in the hands of the bank, am sure you will be fine!
Lloyds have the same procedure as HSBC. We had this happen at an ATM, filled in the necessary form with the bank and it took about 10 days for the refund to appear in our account.

If its HSBC I know you can fill in a Dispute Form at any of the small branches and submit it.....for either credit card or debit card transactions, takes them a few weeks to sort out but I've personally had success when this has happened.
On Thursday I purchased some items at a store in Ibn Battuta, for xxx.xx. Yesterday I went to the atm to withdraw some cash and noticed my balance wasn't right. I called the bank and they verified the merchant had charged me twice. Merchant is refusing to reverse the charges.
