As of 2016 i believe that GCC residents prior to arrival in the UAE have to apply for an online E visa

Hi All, Has anyone experienced getting a transit visa on arrival at the airport who is also a GCC resident? The person is flying with Fly Dubai and I have spoken to Marhaba but they say that we do not do visas for GCC residents. Thats strange though, if any one has any info regarding this would be very helpful. TIA.
