Just to let anyone know - the Dubai Traffic Dept. Notary Public section will NOT authenticate any docs. not related to "traffic" ( though they were on a list on-line as doing government document authentications & as being a Dubai Court Notary Public). I have just been there.
I needed to get my doc's stamped by a Dubai Court Notary Public to apply for a license in DHCC, and after several fruitless visits here and there I ended up at the Ministry of Foreign Affairs near Burjuman centre. It's a big, but low rise, grey/brown domed building on the intersection of D84 Za'abeel Rd and D79 Tariq Bin Ziyad Rd, near the Embassies. I got there around 8am, took a ticket and only waited about 20mins. AED 150 per document though.

If you are coming up Umm Sequiem road towards Jumeirah (MOE & lulu will be on your left) take the turning on the right before the turning to get on to Shiekh Zayed Road. There are sign posts from Umm Sequiem. After taking that turning you want one of the next turnings on the left (opp gold & diamond souk) Park anywhere & ask.
