training and professional development budget

this question is mainly for training managers and senior HR managers who have done budget planning.

one of the main focuses for our company this year is to invest more in the professional development program we have in place. i'd like to bring some ideas to the table, though budgeting will not be on my plate.
i actually have some ideas of what approach one can have to calculate the money invested in staff training, but would def welcome some input from people who do this for a living.

haha, this forum is full of moms, that's why you do not get responses. my company allows 5% of the annual department revenue allocated to the department would not allocate individually as some staff benefits from training more than others, hence i would leave it to the department leader whom he sends to expensive training and who goes nowhere. then i would make sure staff expresses their aspirations via personal development forms/ interviews, and that is followed up by the manager+hr. <em>edited by dentro on 11/02/2011</em>

what makes more sense? - calculate precentage of annual revenue - allocate a budget per office - allocate budget per head - allocate budget per departments - allocate budget directly linked to individual salary - lets say the company invests X % of Joe's annual pay in his training also what procentages make sense? I know some companies go up to even 5% of their annual revenue
