I know someone @ the Welcare HR dept but she mainly recruits nursing staff-she should be able to point you in the right direction.I will be happy to share her work contact details.
For someone specialising in burns, you would want to be in one of the larger hospitals. I would contact Rashid Hospital (part of the Dubai Health Authority) which has a big burns unit.
Otherwise, try all the larger private hospitals - American hospital, Welcare Hospital, The City Hospital.
There is a plastic surgery hospital called American Academy of Cosmetic Surgery: http://www.aacsh.com/ that you may want to contact. In Dubai, things work better if you are physically in Dubai and go around to meet all the various hospitals.
