School sent a proforma invoice for next year

The school has sent us a proforma invoice for my DD's next year of school. We are expected to pay AED 2000.00 before the 3rd of March 2011 so that they keep a place for her. It seems from the correspondance that the amount will be deducted from the School Fees but they cant tell us what those will be yet as the fee structure for 2011/2012 has not been finalised at the ministry. My Question is this: Why are they asking for the money so soon surely if we submit the form to the school stating that she will return that should be enough? I am gob smacked at this procedure:\:
