Car damaged by corrosives, leaking from building parking garage - how to move forward?

HI,
I just discovered that something corrosive has leaked from the pipes above my parking spot in my building, leaving marks that I cannot remove myself and that has caused permanent damage.
Any good advice on how to move forward with building management? Knowing Dubai, no one will take responsibility and I know it will cost a fortune to fix it, so any law I can use to build a case would be greatly appreciated.
