Is Empower mandatory for tenants?

Hello I want to ask is the contract with Empower mandatory for tenants? When I rented the apartment my agent told me to connect Empower which I did. But I'm not using it and it really doesn't make sense for me to pay charges each month. In my contract it only says "tenant is responsible for payment of all electricity, water, cooling and gas charges" so from here I understand it's not mandatory for me to have empower just pay my bills. There's no gas in the apartment so it's not mandatory so should be the cooling. Legally I can disconnect empower and the landlord can't force me to connect it again ? Also why did they insisted on connecting it in the first place? Thanks
