I've seen a dozen websites that run their business from home mainly into cakes/cupcakes, etc.
is this legal? jus wondering..

I would call the Department of Economic Development and ask them everything. I'm sure it's a lot more complicated...;) Ministry of Health = MOH

So if I want to start a business from, say home, I can if I have a license?and get a certificate from MOH? what does MOH stand for? some kind of food quality inspector?

guinness, I get what you are saying now...I actually took what she meant a little differently. For sake of clarity, I think she may be also referring to "baking premises" -- so while Swiss Cottage may not have a storefront they probably have licensed baking premises (whereas people making cakes and cupcakes from their home would probably not unless they are licensed/inspected by MOH). Plenty of food-related businesses don't have storefronts like Early Bird, Salata (organic/hydroponic veggies & fruits), bebida, etc.

Right, but the point the OP was making is whether it is legal to operate without a storefront ...

Swiss Cottage has a license from Department of Economic Development to operate. Having a PO Box as contact is not indicative of their status...companies have PO Boxes at "normal" business addresses. I think that's just more of the post system here.

I think there must be a way around that. Look at Swiss Cottage - seems to be legal, growing business, but their contact details are a PO Box ... www.swisscottagellc.com

I don't think so. You need a license which will only be given if you have a store front and since you are handling food, you would also need a certificate of compliance from MOH. I stand to be corrected though but I have looked into this as well.
