So earlier I was given to understand that penalty will be levied at the time of renewal of visa after dec 31. Now it appears that penalty will be levied from January even if visa not being renewed.

To elaborate. my housemaids visa expires in march 2017 and we will not be renewing. So do I have to get her insurance for 3 months (even though i will have to pay for whole year).

Confused...TIA

You should have gotten her health insurance in the first place. If not before, than at least as soon as it became required by law. The fact that the penalty would be levied at a later time, doesn't relief you of your obligation. So yes, get her the health insurance ASAP.

Confused...TIA I would say that obviously you should get insurance. Would you get insurance for yourself if you were leaving in March or chance it? What would happen if she was to fall ill in February... would you foot what could be a huge cost or would you hope she lasts long enough to get on the plane...?!
