Medical Malpractice

Ladies,
I am asking for advice. I have been carrying this burden and stress for such a long time and its having such a negative impact on my marriage. Long story short my husband and I embarked on the IVF journey in Dubai in 2012. Our treatment at this clinic was disgusting in many aspects. The most concerning thing is after 3 IVFs at this clinic, we had moved to another clinic in the UAE, I received a phone call from the first clinic, asking what did I want to do with my frozen embryos!!
1-Freezing of embryos was illegal then
2-I had no knowledge or consented to their freezing
3- There is now a very valid concerns the embryos couldn’t have been mine. This is because the quality of the 2 frozen was perfect but all my embryos (in total 30) I created over my many IVFs where low grade.
As at the time I was so desperate to be a mum, we had the frozen embryo transfer, but it failed.
2014 we complained to the DHA and 2 years later received the final investigation report form detailing 7 counts of malpractice and breaking UAE law (but no mention of the possible embryo mix up).
The process here (which I totally respect) is that in cases of medical malpractice the case is transferred to a higher medical committee, who will issue a final report that a judge must act upon.
Here is the shocking thing! This report basically states the clinic has done nothing wrong, totally contradicting the DHA report and the truth. I am astounded that the 8 Drs on the committee could have gotten this so wrong. I requested an appeal (which I was entitled too), I was told verbally that the report would stay the same. I told them I suspected that they perhaps received incorrect documents, hence why they made such a mistake in their reports conclusion . I say this as from experience I have received falsified documents from this clinic in attempt to cover their tracks with the frozen embryos and been verbally told by an ex- employee , they remember my case and “staying late to change records”
So due to the higher committee report, I have lost my case in the courts. I was told over and over again that there would be no punishment as this clinic was known for breaking the law and getting away with it, due to “friends in high places” but I had faith in the system”

I feel my strength is running out, but surely there must be a way to have this report reviewed? Anybody any ideas? I feel nobody will listen
