They are good but always go under weight. I checked my electric ones with my kitchen weights and they were rather accurate. I got to T3 and the scales at checking were not! The lovely man behind the counter didn't seem to care that my electric luggage scales were extremely accurate as he told me to remove 2kg of clothes!!

I bought mine ages ago in C4 for a few dirhams, not digital, but give me a vague idea within 1-2 kg. I know when my bag has gone over 26 kg.....that is the max I can pick up within spreading my legs for better back support and balance !!!

If I can't lift the bag "comfortably" then it is certainly more than 23 KG. Other than that I can't help. However, if you are in a hotel - go to their exercise room and weigh your bag on their scale , it's usually pretty reliable.
