Huggies has ones with the cut out, but I'm not sure I've seen them in Dubai. I just folded the top (as kiwispiers said) until the cord fell off.

you just fold them down at the front when you put them on so it's exposed, I've never seen them with cut outs, the cord falls off within a week anyway.
