Good idea to gather a few experiences from other posters too but I flew to SA with Emirates last Oct and they didn't even raise an eyebrow. And that was with approx. 4 bottles water for formula of 210ml each and then some smaller bottles of plain drinking water so you should be fine.

I recently traveled, but with Cathay Pacific, and I was allowed to take through my pre measured, pre boiled water in the bottles. I had plenty of filled bottles (first time traveling with bub so over packed to be on the safe side) and it was not a problem traveling out of Dubai.
